I haven't yet seen details for it, but my guess is that the building, at least, was there first, and the neighborhoods built-up around it.

guessing that because it's happened a ridiculous number of times in various places in the Bay Area alone -- around airports, cement plants, industrial areas, and more.

what always gets me is when, years later, new people move in and then want whatever the thing was to be closed because they don't like it/think it harms them, etc.

ugh.
