There is a way to get ever Gear item.

In the Hall of Heroes area, enter the main building. Exit. Everything will be reset. Ride down to the book store area. Look for the place that sells Songbird toys. Use Shock Jockey on the bulb there. Enter the room. A piece of Gear is there.
Rinse. Wash. Repeat. After 39 laps, you'll have the 39 pieces of Gear. I did this once so that I could play with ever Gear item.
