Job search ABCD

There is a job listing that I am very interested in, but I am lacking in the degree that they specify under Minimum Qualifications. The position is not faculty, but it is at a University so they may be even more particular than usual about the right degree even though I am definitely qualified for the position based on experience. As part of the application process they request the normal things like CV and cover letter, but they also request three letters of recommendation. I dont mind doing the work I need to apply even if the lack of the degree may mean that its not even considered. I would feel bad about getting others to write letters of recommendation, however, if there was no chance. So, do I.?

A Just apply with a complete application package including letters, ignoring the fact that I do not have the requisite degree and not bringing it up.

B Apply with a complete application package including letters, but acknowledge and address the lack of the particular degree in my cover letter.

C Apply with everything in the application package except the recommendation, address the lack of the particular degree, and state that I did not want to burden others with writing recommendation letters if the degree was going to be disqualifying. State that recommendation letters could be supplied if they were going to move forward in considering my application.

D Send an inquiry email with a brief summary of my qualifications asking if the lack of the degree will be an automatic deal breaker and asking if I should still apply.
