It goes back to a Supreme Court decision in the mail order days.

US sales tax are so effing complicated that the Supreme Court decided you needed to have a physical presence in a state before you could be made to collect sales taxes. This bill gives the states the right to collect taxes as long as states greatly simplify their taxing system and provide free software to companies to help.

Sales tax rates can be different based on shopping centers, street blocks, etc. there is also no universal definition of what is taxable (or definitions in items that are).
