If you build a 64-unit housing complex that would normally require (say) 32 parking spaced because history shows that is average....but then this place adds no parking spaces...it throws the parking balance off for the neighborhood.
And if many of these are going in the same area (it sounds like it) then that is even worse. So that needs to be addressed.
But the 'some people only live here a short time and don't attach to the neighborhood' is a silly argument. People rent sometimes. People move sometimes. People stay sometimes.
