Here's something I wonder, that might be an interesting case study. You say "worst areas of the worst neighborhoods"

I wonder...if they build enough of these 1-person places and enough of the right type of people move into them (out of necessity or whatever)...can that alone cause these areas to no longer be the worst areas?
Just wondering...
