the second baseman is responsible for taking the cutoff throw

from that part of the outfield, the first baseman covers the second cut off spot, the SS covers second base, and the third baseman covers third.
This is how it is done. SS should not be anywhere near this play.
You cannot possibly know from the moment the RF throws the ball that it is going to go only about 2 feet over the second cutoff guy.
