you haven't finished academy yet? pour all possible resources into academies, you should have one in each colony in upper teens before your townhall

save wine for last, I know its needed blah blah but small towns don't need as much and wine is the easiest and cheapest to buy and the most common farm to pillage.
glass is the most expensive on the market because there are so much fewer glass towns, and the hardest to farm pillage because dumb players when in cash flow trouble tend to shut off glass first, so even if you have an inactive nearby, they are most likely to be a dry hole.
later in the game you need massive piles of glass and sulfur to build large gov res and dumps.
and later in the game you need several sulfur towns on forge islands
the one thing wine towns are great for is supersizing to levels in the 30's so you have a cash flow town that can't be blockaded to starve out
