There's that too. One school had hockey when I was in H.S. They had to travel really far to play games.

It's an expensive sport like football but it's far from football in popularity so it's hard for a school to justify spending the money to set up teams.
Hockey rinks cost a lot to build and renting them out isn't exactly cheap.
