what does tracking show? ebay requires a delivery system with online tracking, even if the sender has a signed receipt they ...

eBay bends over backwards for buyers. You can get the item and tell eBay you didn't, and they'll refund your money.

Contact the seller. Have the delivery investigated through the service. Be prepared to create a dispute on eBay.
