you're oversimplifying. there are bans on all or just inefficient bulbs getting ready to roll out in a number of countries. it's not made up.

it may be poorly communicated, and that's part of the problem. you also run in to situations where it's possible to set the efficiency standards so high, you in effect ban all incandescent lights.
