That's just not historically true. And high gas prices are a fairly recent phenomenon. We would be far behind in fuel efficiency from where we are

now if we waited for that factor to be decisive. Note that SUV's are still the most popular cars. Small cars, hybrids and electrics still lag in sales relative to the larger cars.
