My brother and I were 'given' .22 rifles at a young age, but not THAT young, and we certainly weren't allowed to use them unsupervised for many years, and only after a lot of dad-provided training and practice.
This case is not much different from handing a kid his first bike at the top of a steep hill and walking away.
