Having quite a bit of experience with speeding tickets, I guarantee the limit is posted on that ramp. I'd also wager that it was a pair of cops

working together. One gunning from behind, the other to pull them in.
As for his demeanor...that's how cops are, especially those who are a speed trap, which sounds like this one was. "You were speeding, here's your ticket, now get outta here, I have more people to pull over."
