You know one of the oldest scams in real estate is to sell lots in a 'new developement' and they show you all these plans they have just submitted ...

yeah sure, they have been submitting the same plans since 1944 and they get rejected every year because that land in under water 3 months of the year, or the hill is nothing but sand and they re-bulldoze the fire road after every rain and put the damn stakes with red ribbons back in place.
its all legal, the town gets taxes on undevelopeable land, the sales folks buy up the lots when people stop paying for them or dump them cheap.
