I don't think it's required most places here; but there are some that are like that - for example, (and what a sucky way to learn),

both West, Texas and Moore, Oklahoma, when I went to check maps for school locations, had a range of them fairly close together.

where I grew up, 2 elementary schools and a middle school are fairly close, high school farther away.

just a few examples - I think some are done that way to make it easier for transporting when there are multiple kids in a family, crossing more than one school.
