so when you build a new suburb or "community" it gets plunked down as a relatively self-sufficient whole. There'd be generally no possibility to expand existing schools because the surrounding community is built-up completely.

  - Sewers, roads, street lights all are footed by the developer. Electrical, gas, cable are all footed by the providers. Schools are footed by property - TWuG May 21, 15:47 1
