Sewers, roads, street lights all are footed by the developer. Electrical, gas, cable are all footed by the providers. Schools are footed by property

Which means wealthy communities have great schools and poor communities have shitty schools. Ohio's Supreme Court said such a funding scheme for school funding was unconstitutional but that was almost a decade ago and nothing has changed.
