It's not a stretch for Wolf to believe that a person he interviews is in that 90%

I am not sure that much thought went into it though. Wolf is broadcasting non-stop for Oklahoma with not much new news to report, so he's just filling time and saying whatever comes to mind, much like Wolf does on other stories
