Not to them but to the public as a whole, similar to the concept of making it illegal to record someone's conversation without their approval,

eyesight is one thing but recording it as a photo and presenting it to the public is another.
how I'd rule:
Two neighbors have houses back to back, windows visible to each other but not to the street. Neighbor A walks around nude and has sex in his house but in full view of Neighbor B's backyard eyesight through the window: Cite A with indecency nuisance.
Neighbor B takes photos of A's sexual activity to show his friends, even without a zoom lens: Cite A with indecency and cite B with voyeurism.
