behind the play wouldn't be the issue for me - penalty is a penlty wherever it is.

Not waiving it off, meant blowing the whistle. It was a really bad call in the final 2 min of a Game 7. -- nm

the rule is that the whistle is blown when the ref considers it to be blown.
