This sounds shocking but then you realize "They had a staff of 20 who's entire job was just to take pictures?"

TV News outlets often send out a cub reporter with a camera and have her set up her own remotes. That's the state of news today. To expect a newspaper to send out both a reporter and a photographer for a story is untenable in the industry today. If the reporter is also properly trained in photography, he can do both jobs. If he's not, he won't have that job for long.
