I woudl say there are two kinds of narrative arcs for the character...

1 is the huge one for the Time Lord, where it deals with his WHOLE past. The wars he's done the enemies he's made
and then there is a secondary one where it deals with the incarnations character quirks...
it refreshes the show quite nicely while not losing the large story arc....
