The primary *character* has been on the show for 50 years. One of the character conceits is that he can regenerate to beat death.

That allows new actors to take on the role without interfering with story arcs or continuity. And continuity doesn't mean quite as much in a show that has characters who travel through time and can meet each other "out of order".
