I think a big part of why the modern actors don't want to stay is that there is a fairly unique, kind of crazy, intense fandom that isn't just teen girls or the like. tennant and smith have both talked about it, good sides and bad -- a lot of pressure, etc.
they also don't want to get stuck in scifi roles, want to take advantage of the position, etc.
