Question about 9/11

When the horrible attacks happened, and Bush sat there for about 5-7mins AFTER the attacks came in. Here's the question. If they did not know about it, why was he allowed to sit there. They would not have known if there was a plane heading for for the school as well. THEY should have bundled him in to a car and back to Air Force One which was only 4 miles away at the local airport, but he was allowed to sit there. Is this not wrong?
