Would they have given the AMT patch a B (for example) if it had been a standalone bill? If so, i think their grading it misleading/miscalculated, to the extent that I would expect a group such as TPC to grade tax policy based on if it's good tax policy for not, rather than grading it within the realm of which bill it was attached to.
