Mischelle Downs would be happy to add her name to the petition�s 150 signatures. Standing in front of 1511 Locust with her miniature Doberman pinscher, she said she moved to a loft last summer from north St. Louis County. She likes being close to all the shops and restaurants along Washington. Then she pointed across the street at New Life and said: �I hate it.�

Downs, who works in the juvenile justice system, said there were always homeless people, including many with serious mental illness, hanging around outside. She said she was often approached and had seen anything from blatant drug use to a man urinating on the front of her building � and worse.

�I didn�t come down here and spend a lot of money to live with that,� said Downs. �I am not saying I don�t feel for them, I am saying this is just not the place. I don�t want to see that.�

Though New Life was there first, she said: �It�s time for a change. It�s not working.�
