definatly talk to the HOA and get them banished in the future. film the jerk when he sets them off so there is hard evidence. I assume like here he

can only set them off on the 4'th. any other time is against the law.
meanwhile when he starts next, besides filming, get everyone in the neighborhood to throw a bucket of water on him.
if they are plastic, they should also throw the bucket!!!!!!
