Are fireworks illegal to possess or set off where you live? If they are, call the cops every day and report him and tell them when he does it.

After you've called 4-5 times (ask for the chief or asst. chief) they'll get so tired of it that they'll send a car to watch. If it's not illegal, go through the HOA or community manager. Squeaky wheels, yadda yadda yadda
