Ask the police for help making a citizens arrest, that might bring out a supervisor level officer b. most communities have some sort of mediation

where a half judge/half psyc counselor tries to work out an amicable solution...but to get the guy there they get a letter from the county asking their cooperation in a dispute which doesn't have the weight of a court summons but can still get an asshole's attention or let them get an idea that some government level authority is taking an interest in them.
