If it's just funded by those who benefit from the scheme, I don't have an issue with it.

There'd be practical concerns, like "what happens if a graduate leaves the state?" and so on but I'm sure those can be dealt with.
But that aside, I do think a public education institution does have a responsibility to provide students with information on what types of graduates employers are looking for, offer more places in those courses, etc...
Obviously it's pointless to suggest someone who wants to study literature become an engineer instead. But there's nothing wrong with a university saying "there are lots of mechanical engineers and not many openings - but companies are looking for lots of systems engineers. Have you thought about studying systems engineering instead?".
A university should be providing this type of information to students to help them in their career choices.
