Charlie is right. Public universities (which is what we're talking about) exist precisely to have some form of control over costs/tuition

The education the students at public universities get is already partially free anyway. What is this huge change you're seeing where just because it's more free than it was before already, all of a sudden the state has to impose all these incentives and mandates over the course of people's lives?
