Unless you're the smartest team around (recent vintage Spurs), you're not drafting your way to success unless you get the #1 pick

the Wizards have had 2 #1's, and both years, there was a distinct lack (so far in Wall's case) of franchise changing talent.
The Spurs have had it twice and they got Duncan and David Robinson.
And realistically, there's only 1-2 teams in the NBA that are shown to be incredibly smart drafters beyond "Whew, we've got the 4th pick in a 5 person draft!" Spurs routinely find players in the late 20's who end up being legitimate cogs of top-tier teams.
That's why Buford and Pops are the greatest HC/GM combo in the NBA in decades.
Until the Celts under Stevens show they can draft to an identity, they just have 9 picks and will need the ping pong balls to go their way or they're just like 25 other teams in the league, drafting in place.
