On a work day it's OK to do laundry as soon as people get up for work.

You're already late getting started. It's a work day for many.

Weekends I'd start at 7. Get those lazy people out of bed. They need to be doing something productive.

Interestingly, my lease says I can't do laundry after 10 (all 6 units have their own washer/dryer) but it doesn't say I have to wait until a certain time to start. In the last year I've had both washer & dryer replaced and they're so quiet I only hear them when I'm outside the laundry room so I'm confident my neighbors can't hear them either. I've started as early as 5. No one's complained.
