reports here now that rescue crews were ready and waiting for the flight, so it wasn't a surprise.

pilot of small plane heard the call for help. heard control tower say they'd closed the runways in prep.
due to construction, no instrument landing is available right now.
incoming flights are being diverted to Oakland and maybe San Jose.
