but Tony hasn't changed one bit since he started the show. When Gibbs quit and went to Mexico, Tony became team leader and was interesting. When Gibbs came back he became what he was... with no real character growth that 'stuck'. And the way they played out his and Ziva's relationship took way to long for little to no payoff.
