So because te parents failed, the children should suffer?

I get what your saying, but isn't also the "responsibility" of a paret to ensure your kids having a good life, right, or at least a parents hope?
So if the parents fail that, for whatever reason, who else can look out for those children?
It can't be non profits, most can't survive without gov grants. Churches, for Asian as they try, typically care only about building the next big church instead of their actual mission.
