Wait a minute. Even at lvl 4 the lvl 5 wonder should still fire as a lvl 5. I do that all the time and the cooldowns are the same.

I don't have all mine at full level. So the level 4s shouldn't have affected it at all.
Leading me to believe that maybe the occupy does have some play here.
