They wanted to have another Breaking Bad, I think. With Underwood being the character you hate but find fascinating.
But they abandoned what they built which was a couple who, despite huge flaws and questionable moral behavior, were doing it for the (mostly) greater good.
It's one of those rare times in movies/TV where watching someone be good was way more entertaining then watching them be bad.
