If he 'retires' due to his hip without playing, this year would be covered under insurance at 70% (so 15mil or so...)

if he plays a game, there's no coverage for the year so the Yanks would be on the full hook.
if he gets suspended, that money is not paid to him by anyone.
the moment the Yanks activate him, they're giving up any hope he lets them off the 70% hook for this wasted years to date and then they let Selig suspend him so they're only paying to date.
That's how I understand it.
