this is a common problem, there are even orgs on/near base to board pets for the year or more...however as a kid living on base and moving every year

or so it was common to get a dog from the previous tennant of the base housing unit and leave it when yhou transfered next, its like the dog belonged to the unit or a neighbor than with the family living there
