There's an easy fix here that's logical but not too logical

they dont pay him, but they should be held to account for what they did agree to.

They agreed to $25mil a year for him; put that one their ledger (same with Braun's money) --- they don't pay him, but they don't get the tax benefit of not paying him becuase he's a useless human.

You agreed to $200m+, you should be held to that for the tax purposes. Instead, they'll basically be saving something like $20mil a year in actual payroll and $6mil a year in the extra 33% tax hit above 189mil that $20mil would generate.
