Well, it's false. Until 2005, there weren't penalties to punish him.

they didn't even test until 2003 and that was just to see if there should be a drug program going forward.
And they cared so much about history they tore Raffy Palmeiro apart 10 days after he had just gotten to be the 4th guy ever with 3000/500.
and Selig was real pals with the guy at 755 so nothing woulda been better than to remove Bonds before he got there.....
