Document the situation. Keep your e-mails.

Write a letter to the board including your evidence. Request that the matter be addressed as an agenda item at the next board meeting.

Ask for a few minutes to present your evidence at the meeting. Require the board to vote -- to either deal with the issue, or not deal with the issue. Record the motion and the vote in the board meeting minutes.

Name names and complain against the owner/ guest/ tenant. The HOA must deal with your complaint.

Begin building evidence chain so that your board will be liable -- should heaven forbid, any damage occur based on these kinds of events,

Your master insurance policy may or may not cover the repairs: something you need to check out and include in your letter to the board.

Hold them to heel: they have a responsibility to protect, maintain and preserve the real estate assets you all own in common.

Also check out the local ordinance about fireworks. Include it in your evidence chain.

Send a copy of your letter to all owners -- door stuff or whatever.

Keep a hose handy and hose down any future fireworks -- ask your neighbors to join you in this step.
