'Based to some degree' on Alec models isn't quite Alec "pushing them through".
"Alec now says they don't work on shoot-first laws or voter ID laws, but these laws continue to exist around the country."
I'm not sure how the author thinks lobbying works. Once you stop lobbying, the enacted laws don't just disappear off the books.
