Leonitas/Octavian/Vashanka in my island cluster around Roma [59:55].

I'm going to message ameretat and starbuck to see if they can mount a resistance to the same three ViP guys in my cluster around Legio XV [62:48], but it might take more than just the three of us (if I can get both on board).

I've been hitting individual ports to free them to get some wine in, but can't take them on alone, and i'm burning 64K gold an hour with no unblockaded port/town to garrison my fleet and army.
