If an additional $1K in tax benefits results in a 1% increased likelihood of an earlier birth - so while it's a factor for enough women to move the average a little, it's obviously not a factor for most.
There are similar studies involving tax breaks for estate planning and timing of death that show that on average people are more likely to die before an inheritance tax holiday ends than after (or after an inheritance tax repeal than before) but that doesn't mean "people are dying sooner to save on taxes"
