I think it's less a slippery slope, and more that MLB wouldn't be able to disprove anyone claiming they tested positive for healing reasons.

If I understand correctly, they could test positive for a certain substance, but that substance could take many forms. Someone could easily excuse away true steroid or HGH use under a "healing" positive test.
On the flip side, you could give someone permission to take a substance for healing purposes, and not they could take a similar product that has that substance, and wouldn't get caught.
