My sister wouldn't let my 13 year old nephew play it, said it wasn't a game for a kid his age.

She's right since she knows him better than anyone else and understands that he's not quite ready to play games that are so violent.
The adults need to know what's going on the kids lives and not just be so hands off with things like games and movies.
